Mr. Pickering was appointed Adviser, Financial Markets in 2005. His responsibilities are in the areas of financial markets and debt management.
Born in Cobourg, Ontario in 1952, Mr. Pickering graduated from Carleton University in 1974 with a bachelor of commerce honours degree and in 1975 with a master of arts degree in economics.
After working as an economist for the Royal Commission on Corporate Concentration, Mr. Pickering first joined the Bank in 1977 as an economist in the Forecasting Section of the Research Department. He later worked in the Foreign Exchange Operations Division as an economist/market analyst and then as a senior economist in the Current Analysis and Forecasting Section of the Department of Monetary and Financial Analysis.
Mr. Pickering served terms as Assistant and Adviser to the Canadian Executive Director at the International Monetary Fund from 198286. He returned to the Bank in 1986, in the Foreign Exchange and Analysis Division, International Department, becoming Manager of that division in 1989. In 1990, he joined the Bank for International Settlements and became Head of Section, Central Bank and Money Market Operations in 1991. He became Head of the Treasury Risk Section in 1995, and served as Chief Representative in Hong Kong for the Bank for International Settlements from 1998 to 2001. In 2001, he was appointed Chief of the Financial Markets Department at the Bank of Canada.
